The Basque Country (Euskadi) is home to one of Europe’s most advanced public healthcare and health research ecosystems. Built around Osakidetza, the Basque Health Service, the system delivers universal, high-quality healthcare to more than 2 million citizens through an integrated network of hospitals, primary care centres, mental health services and specialized care facilities.
At the heart of this ecosystem is BIOEF (Basque Foundation for Health Innovation and Research), the organization created by the Department of Health to promote, coordinate and accelerate research and innovation across the Basque Public Health System. BIOEF connects healthcare providers, researchers, companies and public institutions to transform scientific knowledge into better healthcare solutions and economic value.

The Basque Health R&D&I ecosystem is built on a unique and complementary network comprising three accredited Health Research Institutes (IIS) and one Institute for Health Systems Research:
